Cindy Morgan

Account Executive, Spectrum Reach

Cindy Morgan’s career is centered on her ability to successfully utilize data to develop advertising solutions, across platforms, that deliver measurable outcomes. Having worked in the advertising business more years than she wants to admit, her ability to deliver results is what makes her such a trusted advisor to the clients she works with. While a student at North Carolina State University, Cindy worked at The Technician as an Advertising Sales Rep which started her career in advertising. Simultaneously she interned with a local advertising agency in their media buying department. By her senior year she was the Sales Manager of The Technician and Founding President of the American Advertising Federation – NCSU Chapter. Upon graduation, Cindy launched her professional career as an Account Executive at Cable AdNet. Within a couple years, she was handling statewide political campaigns, successfully expanding her experience from traditional business to the political space. Since 2013 Cindy has maintained her IAB, Interactive Advertising Bureau, Certification in Digital Media. This commitment to ongoing education ensures she remains at the forefront of the rapidly evolving media landscape, providing her clients with cutting-edge strategies and solutions. Cindy works in partnership with a broad range of clients from state government, advertising agencies, health systems, tourism, political consultants, candidates, advocacy groups, and non-profits/not-for-profits. Her skills include – Strategic Media Planning and Campaign Architecture, Data Analysis, Media Buying, Campaign Development, Digital Media Placement, Planning & Measurement, Interactive Marketing and Advertising, Digital Strategic Planning and Marketing, Social Media Marketing, Strategic Communications.

L.V. Pokey Harris

Executive Director, North Carolina 911 Board

For nearly 30 years, L. V. Pokey Harris has been employed within the emergency services realm of public safety. Pokey has extensive knowledge and experience in 911, public safety communications, emergency management, and local government/private sector management. As the Executive Director of the North Carolina 911 Board, she serves as its chief administrative officer tasked with the responsibility of administering the affairs and business of this policy-making Board, including the nationally recognized deployment of the statewide ESInet. Ms. Harris has a master’s degree in public administration with a concentration in Emergency Management from Jacksonville State University. She currently serves as the President of the National Association of State 911 Administrators (NASNA). She is a member of the National Emergency Number Association (NENA), and Association of Public Safety Communications Officers (APCO). She is certified as an Emergency Number Professional (ENP). Pokey has held certification in Emergency Medical Dispatch (EMD) and Emergency Fire Dispatch (EFD) and possesses various certifications for the National Incident Management System (NIMS). She serves on the NC Statewide Interoperability Executive Committee (SIEC) and the NC Geographic Information Coordinating Council (GICC). Prior to her move to North Carolina in 2015, Pokey served on numerous boards, committees, and working groups in Virginia and was awarded the State of Virginia Governor’s Award for Excellence in EMS (2013).

Kristen Falco

Education and Training Coordinator, North Carolina 911 Board

Kristen Falco has worked in the 911 industry since 2011, starting as a telecommunicator with Raleigh-Wake Emergency Communications Center, Training Officer, and finally as a Training and Compliance Coordinator before accepting a position with the NC 911 Board. She has served as the Financial Review Specialist, then Eastern Regional Coordinator, and presently serves as the Education and Training Coordinator for the Board. Kristen has an associate’s degree in Criminal Justice, and is a member of the National Emergency Numbers Association (NENA), Association for Public Safety Communications Officials (APCO), and holds multiple FEMA certifications.
