The Chat facility has been turned on at the request of an adventurous ELMAR subscriber. 

I am not 100% sure how it behaves, and in particular, how it interacts with the Community Update email process, but let’s give it a try.  After all, if 100 million pre-teens can get some benefit out of it, we might find it  useful.  If it turns out to be more trouble than its worth, we can shut it down.
